You will need the “lockpicking” beliefs under the Litheness tree unlocked as well as at least one lockpick in your inventory. You can then lockpick containers by looking at them and pressing the “use” key, usually E key. Then, time the bars intersecting in the lockpicking mini-game and press “enter” key at the right moment to bypass the tumbler. The easiest way to set yourself up for lockpicking is to take the “criminal” trait upon character creation, which gives you the lockpicking beliefs and lockpicks to start. Some of the best loot is contained in locked containers scattered throughout the wastelands and sunken city. Another factor to consider is the game’s loot tables, which can be improved by taking the “scavenger” trait during character creation, related beliefs in the Fortune belief tree, and by completing all six beliefs in the Fortune belief tree as well for a belief tree finisher bonus of a small chance of better loot. Finally, the loot pool can be improved if you find and equip the rare charm “Thieves Hand” while opening containers in the wastes. Lockpicks can be bought at the Tower merchants and scribe, or made out of scrap metal found in the wastes if you take the related Ingenious beliefs for crafting.
You can see and edit your beliefs by pressing the Tab key and selecting Beliefs.
