If you're playing on the switch, go slow and feel the haptic feedback. It's just ever so slightly a stronger vibration when you hit the target, and I mean slightly. Take your time. I closed my eyes and felt for the vibration in my hands. out of four expert locks, and I'm at 31 locking skill so not much, I only broke one lockpick.

I get the click fine, just can’t get the bottom bit to budge. Is it a circular motion or straight to the side?
I don't know if this was how it works in 2011 but now (2021) it goes like, it opens if it's want to. Pure luck basically
This works so good i just did it easyly on a master lock
Am just starting this game. 10 years late.
The way I do it is, I just save the game before picking the lock, waste a ton of lock picks and if it doesn't work, just reload and voila! You're back to right where you started
